with japan maritime self defense force have spotted chinese naval ships in international walters of southwestern japan. the first fleet in the area since japan nationalized three islands in the east china sea last month. defense ministry officials say the seven vessels were navigating between okinawa, two destroyers, rescue ships and supply ship were heading toward the pacific ocean. chinese naval ships passed through the sea lane several times a year to hold exercises. three of them sailed through after drills in june. the region is more than 200 kilometers east of the senkaku island. japan any purchase of the islands reignited dispute over them. analysts say chinese commanders dispatched the fleet to so they intend to maintain a presence in the area. the u.s. navy deployed two nuclear powered air craft carriers in the western pacific. they're navigating within reach of the senkaku island. the uss george washington based in tokyo and the uss john c.steniss are operating together. several warships, vessels equipped with the aegis air defense system are running along side them. a

. it is infuruating. let's talk about residual damage. government defense contractors will have to lay off workers soon if there is no agreement because they are losing federal dollars of the federal programs that are going away. we will see more unemployment. the defense companies will have to notify workers in the next couple of weeks. how important is this? >> it is a temporary drag in the economy. i honestly think of all of the things that will not happen is the chance of getting both rounds of spending cuts, including the massive defense cuts is slight. i think it will be rectified the next few months but it is terrible we have to put the businesses through this until we get to the other side. >> what about housing? it seems to be recovering but still murky. how strong is it, and is it important for the overall economy? >> nothing could be more important than the improvement in home prices. we are getting good signals on home prices. when you get higher home prices of course that pushes up output because builders build more. and pushes up confidence. i think that is important. it causes a wea

an increase in the defense budget. but back then we had planes that couldn't fly for lack of spare parts or pilots. we had navy vessels that couldn't leave harbor because of lack of crew or, again, lack of spare parts. today we're well on our way to a 600-ship navy. we have 543 at present. we have -- our military, the morale is high. i think the people should understand that two-thirds of the defense budget pays for pay and salary, or pay and pension. and then you add to that food and wardrobe, and all the other things, and you only have a small portion going for weapons. but i am determined that if ever our men are called on, they should have the best that we can provide in the manner of tools and weapons. there has been reference to expensive spare parts, hammers costing $500. well, we are the ones who found those. i think we've given the american people back their spirit. i think there's an optimism in the land and a patriotism, and i think that we're in a position once again to heed the words of thomas paine, who said, "we have it in our power to begin the world over again.'' >> than

programs for defense companies, transportation companies. they get federal dollars so they can do these programs. these programs go away january 1st pairs of these companies including defense, health care, transport will have to notify employees by november, the end of october to notify employees their jobs are cut. so in addition to the largest tax increase were going to see since world war ii, were also going to see a host of layoffs at year-end, all as a result of ignoring the fiscal class, which is why there is so much talk about it. so you know, i do think we are walking on shaky ground and unfortunately the president has been unable to provide the leadership required to get these two groups together, the right and the left. you know, part of the job of the commander-in-chief has to be to compromise and bring these two groups together. for congress to say we're going on vacation for five weeks and then come back and say we go away again until after the election, with nothing done about the fiscal class is truly irresponsible. and the fact that the leadership -- there is no le

is the technology. i am curious to your view of the effects of missile defenses with to have a lot of different arms control. >> it is good to see you. a picture of arms control over the next few years, from the perspective of president obama, and he has made no secret of the fact of his initiative that he is eager to pursue step-by-step in reductions of nuclear weapons. that is one priority goal for this administration. it is a preamble to the start treaty. it is a goal they have both articulated. i think we will be looking for ways to accomplish those for the reductions. it laid out three goals for the next round of negotiations. he said we want to seek reductions in non-strategic nuclear weapons, non-deployed nuclear-weapons, and for the reductions and deploy nuclear weapons. to those three categories are new to the arms reduction process. we've always gone after weapons that are deployed on their delivery vehicle. this is what we have always counted and reduced. this is what you can see even from overhead satellites. it is important to recognize the next age of arms control but president obama h

about how the white house may be trying to convince defense contractors not to send layoff warnings to workers before next month's election. the office of management and budget sent a memo last week saying the government could cover the cost that companies would face if they run into legal troubles for not properly warning those workers. here's the federal law and what it says. it says that companies with 100 or more workers must provide 60 days notice before mass layoffs or plant closings, or those workers can get up to 60 days of back pay if they are not notified. the republicans are crying foul and eamon javers picks under the story. >> reporter: here's what the omb said in late september -- it is neither necessary or appropriate for federal contractors to provide warn act notice to employees 60 days in advance of the potential sequestration because of the uncertainty about whether sequestration will occur. i've toualked to employees at t white house and omb about this question. their idea is this -- first of all, there's uncertainty about the fiscal cliff itself, whether it is a

are the massive layoffs in the defense sector if congress can't resolve the fiscal cliff. eamon javers is here be more. >> let me bring you the guidance here that the white house is putting out, sending to federal defense contractors in particular, telling them they don't have to issue notices under the so-called warren act, which requires notices to employees in advance of mass layoffs. here's the guidance. they said, it is neither necessary or appropriate for federal contractors to provide w.a.r.n. act notices to employees 60 days in advance of the potential se questionsation because it's uncertain whether sequestration will occur. what the white house is doing here is heading off the possible that defense contractors, particularly in virginia, which is a political state that is very much in play this year, would be getting notices at the beginning of november saying, hey, you might lose your jobs if we go over the fiscal cliff. the administration argues that those notices are not necessary under the w.a.r.n. act because the fiscal cliff doesn't necessarily have to come true. also, if it doe
